Scrolls of power recharge some of the players PP when read, regardless of the scroll's B/U/C status.
Blessed scrolls additionally have a chance to increase the PC's maximum PP (1d5-1, probably depends on current maximum PP), while cursed scrolls have a chance to decrease maximum PP.
